Study on the Cost Control Model and Improvement Countermeasures of Human Resources in Property Enterprises

摘要

The property management industry faces structural issues from rising labor costs and rigid fees, with human resources consuming over 60% of operating expenses. Key challenges include mismatches between hierarchical structures and project flexibility, service risks from excessive outsourcing, tensions between fixed staffing and fluctuating demand, and inefficient “zombie assets.” Institutionally, pyramid-shaped organizations hinder market-based resource allocation, and flawed performance systems misalign incentives with efficiency. Market conflicts arise from mandatory minimum wage hikes versus frozen fees, and talent wars disrupt the sector’s low-margin positioning. Risks include SME service failures harming brand reputation and high frontline turnover destabilizing delivery. Recommendations: (1) Flatten management via a “headquarters-cluster-project” model. (2) Standardize outsourcing to focus on core functions. (3) Adopt diversified employment models. (4) Build digital HR systems with tiered early-warning mechanisms to manage risk and drive high-quality development.
